AISI Released Public Policy Priorities for the U.S. Steel Industry

SEATTLE (Scrap Monster): The American Iron and Steel Institute (AISI) has outlined public policy priorities for the American steel industry.

The subsidies by various governments and the market-distorting policies have resulted in global steel overcapacity and significant jump in steel imports in the U.S. market. The Institute urged the President and the Congress to ensure effective implementation of the Section 232 remedies on steel imports. Further strengthening and aggressive enforcement of antidumping and countervailing duty laws are also required, AISI noted.

It called for productive actions towards rebuilding the nation’s infrastructure, including sustained federal funding for infrastructure improvements by way of legislations. There must be policies in place to ensure that nation’s infrastructure projects use domestically produced steel and iron materials.

The AISI noted that environmental regulations by the Environmental Protection Agency (EPA) must be in such a way that they do not harm the international competitiveness of the domestic steel industry. In addition, workplace educational programs must be implemented to help steel industry workforce to get familiar with advanced manufacturing technologies. Also, the administration must provide necessary assistance to the industry in achieving maximum reduction in greenhouse gas emissions.

Despite the push to lower steelmaking emissions, there is limited demand for high-quality scrap in Europe, while EU mills could follow their US counterparts and acquire scrap processors to have first refusal over scrap supply, said panellists at last week’s Kallanish Green Steel Strategies. Lower-grade ore can meanwhile be used to make DRI with good secondary metallurgy.

China steel production this year will drop below 1 billion metric tons for the first time since 2019, but iron ore imports may rise to a record high. While there are some fundamental factors that help explain the seeming contradiction between robust iron ore demand and softness in the product it is used to produce, the main difference is probably sentiment.
