Canada has lifted anti-dumping duties on Ukrainian hot-rolled steel

The Canadian International Trade Tribunal (CITT) announced the termination of its review of its November 10, 2020 decision concerning dumping of hot-rolled carbon steel sheet and high-strength low-alloy steel sheet from Ukraine. In accordance with this decision, the tribunal revoked the anti-dumping order, which means that special duties on the specified products will no longer apply.

The Canadian International Trade Tribunal (CITT) announced the termination of its review of its November 10, 2020 decision concerning dumping of hot-rolled carbon steel sheet and high-strength low-alloy steel sheet from Ukraine. In accordance with this decision, the tribunal revoked the anti-dumping order, which means that special duties on the specified products will no longer apply.

As a result, the Canada Border Services Agency (CBSA) will no longer impose anti-dumping duties on Ukrainian steel imports. This paves the way for freer access for Ukrainian steel products to the Canadian market and reduces administrative barriers for local importers and distributors.

The repeal of the anti-dumping order creates more favorable conditions for Ukrainian metallurgical companies in the North American market, while leaving Canada the right to reopen the investigation in the event of new complaints from domestic producers.

It should be noted that between January and August 2025, Ukrainian producers exported less than 0.3 thousand tons of flat-rolled products to Canada.

As previously reported, in June 2025, the Canadian government extended for another 12 months a resolution that provides for the abolition of customs duties on imports of Ukrainian goods. Thus, duty-free access to the Canadian market will remain in effect until June 9, 2026
